Before you apply it you will need universal theme patcher x32 or x64 as per your architecture.link: [link]
put it in C:\Windows\Resources\Themes apply
for best results disable aero adjust color intensity(its what i like , u can leave it as such if u like)
download the windows developer preview wallpaper of your choice just google it.
